Public Announcement of the Turkish Medical Association about the HUV Coefficient Increase
The increase rate of the Private Medical Practices (HUV) coefficient, which will be implemented in the second period of 2026, was announced by the Medical Association (TTB) as 20.18 percent. In the briefing, it was stated that, unlike previous periods, a 2 percent "welfare share" was applied in this calculation in addition to inflation data for the first time; As a result of this method change, it was stated that the total increase rate in the HUV coefficient in the period of July 1, 2025 - July 1, 2026 reached 39.96 percent.

However, considering the aggregate effect of the additional increase of approximately 8 percent in the examination coefficients in January 2026 on the annual period, it is evaluated that the total increase in health service provision costs has reached approximately 42 percent.
On the other hand, according to TÜİK data, annual consumer inflation as of May 2026 is 32.61 percent. has been realised. Although the data for June has not been announced yet, if the expectations in the Market Participants Survey of the Central Bank of the Republic of Turkey come true, it is anticipated that the annual inflation for the same period will be approximately in the 32–33 percent band.
In this context, it is seen that the annual increase in the HUV coefficient is above the official economic indicators taken as basis in private health insurance premium calculations. This differentiation affecting health service delivery costs is one of the important factors affecting the cost structure of the private health insurance system.
Private health insurance is an important complementary health financing mechanism that provides fast, high-quality and uninterrupted access to health services for millions of our citizens. Sustainability of this system; It depends on maintaining a balanced, predictable and sustainable financial structure between health service providers, physicians, insurance companies, public authorities and insured people.
Health insurance premiums; Health care costs are determined by evaluating together the age group change due to the insured person's age advancement, damage realizations, trends in using health services, actuarial calculations and economic indicators announced by public authorities. For this reason, changes in healthcare delivery costs do not alone determine premiums; It is evaluated together with the increase in risk due to age and other actuarial factors. Therefore, the approximately 42 percent cost increase in the HUV coefficient is not reflected at the same rate to the insured, and the premium increase rate may be above this due to the change in the age group of some insured people.
When evaluated from this perspective, the "welfare share" approach applied for the first time in the calculation of the HUV coefficient points to a different calculation method than the method used to date. If similar practices are continued in future periods, cost predictability in health insurance may decrease, long-term actuarial planning may become difficult, and this may create additional pressure on the premiums reflected on the insured.
Maintaining a predictable cost structure is important not only for the insurance industry; Continuous access to health services by insured people who benefit from privatehealth insurance coverage is also of great importance in terms of their ability to maintain their health insurance with affordable premiums and the long-term healthy functioning of the system.
For this reason, in decision processes regarding fee increases related to the provision of health services; Adopting a transparent, predictable and sustainable approach based on common data, in which the opinions of health service providers, the insurance sector and all relevant parties are taken into considerationis important for the healthy functioning of both the health care ecosystem and the private health insurance system.
As the Insurance Association of Turkey, our aim is not to discuss the accuracy of macroeconomic data or to limit the increase in welfare that our physicians deserve; To maintain a common, transparent and predictable basis that will prevent all cost dynamics beyond our control from exceeding the premium levels that our insured can pay.
