Important Development in Private Insurance: Smart Expert Appointment System Begins
Ahmet Nedim Erdem, Chairman of the Executive Committee of Insurance Experts of the Union of Chambers and Commodity Exchanges of Turkey (TOBB), which is the legal representative of insurance adjusters operating in Turkey, gave information about the Expert Smart Assignment System, which will be piloted in the provinces of Bursa and Ordu in Motor Vehicle Insurance (Casco and Traffic Insurance) as of April 1.

Ahmet Nedim Erdem made the following statements in his written statement on the subject: Insurance companies will compulsorily appoint an expert through SBM for these damages.
For damages under compulsory traffic insurance under 40,000 TL, if the insurance company or the beneficiary wishes to appoint an expert, the appointment will be made sequentially through SBM.
The Loss of Value Compensation will be Calculated by the Expert in Charge of the Damage
Damage determination in compulsory traffic insurance within the scope of the pilot application. The expert appointed for the loss of value will calculate the compensation for loss of value by taking into account the principle of actual damage and will include the amount of compensation for loss of value in his report. If an expert is appointed for the damage, the rightful owner will not need to make a separate request for the calculation of compensation for loss of value. Provided that an expert can be appointed at any stage by the insured, the insured or the person benefiting from the insurance contract. If an expert is to be appointed in traffic insurance, the relevant appointment will be made through SBM. By following the "Online Transactions" and "Appraiser Appointment" steps, the expert will be able to easily appoint with e-government verification. Objections may be made by persons benefiting from the insurance contract. The objection period will begin with the notification made to the addressees regarding the entry of the expert report into the expert report system at SBM. In case of objection, an expert will be appointed on the website of the Insurance Information and Monitoring Center at www.sbm.org.tr.
Notification regarding the entry of the report prepared by the expert appointed upon the objection into the expert report system at SBM. Arbitrator expert appointment can also be made upon the request of one of the parties within three business days from the date of the decision.
Pilot Application Will Last for Three Months
The pilot application of the Expert Smart Appointment System will start on April 1, 2026 in Bursa and Ordu provinces and will be implemented for 3 months. Insurance and Private Pension Regulation and Supervision Agency is authorized to extend this period up to 6 months. If there is no extension, the application will come into effect throughout the country as of July 1, 2026.
Appraisal Fees Will Be Covered by Insurance Companies
To be valid throughout the country as of April 1, 2026; In all branches including motor insurance and traffic insurance; The fee for the first expert report, whether appointed by the insured, the beneficiary, or the insurance company, will be paid by the insurance company.
